Non-host clients unable to move after updating to latest Live build

Description

After installing a sub-1GB Live update released shortly before the planned SPS broadcast, non-host players (clients/participants) can join multiplayer sessions but cannot move. The server host can move normally. This regression was observed across multiple modes (Arena Shooter and Racing) and on both private and public servers; prior to the update, participant movement worked correctly.

Category

SHOOTER

Steps to Reproduce
  1. Update the game client to Live build CL117-Discovery-Admission-20261004-r1.
  2. Start/host a multiplayer server session.
  3. Have one or more additional players join the session as non-host participants (clients).
  4. Attempt to move as the host and as a participant, then compare movement behavior.
Expected Result

All connected players running the current build should be able to move and play normally, regardless of being the host or a participant.
