Scan button does not consume Food and scan never starts (no SDUs awarded)

In Holosim Chapter 2 v1.2.13, pressing the "Scan" button does not consume Food, the scan action does not initiate, and players cannot obtain SDUs. The reporter states multiple players have reproduced/confirmed the issue.

1. Open Holosim in Chapter 2 v1.2.13 and log in.
2. Select a fleet (e.g., DV T-1 docked at ONI Starbase, or M-1-1 undocked/idle at MRZ-13).
3. Navigate to the scanning feature and press the "Scan" button.
4. Observe that Food is not deducted, the scan does not start, and no SDUs are generated.

Pressing "Scan" should consume the required amount of Food, start the scan process, and upon completion award SDUs.
