Signals in the Void: Scan button spamming completes mission instantly without consuming food

Description

In the mission "Signals in the Void" (Season 1 | Chapter 2 v1.2.9), the scan action has an unclear wait time and the mission progress counter does not increment correctly under normal use. However, repeatedly clicking/spamming the Scan button rapidly increases the mission progress bar, counting scans without consuming Food, allowing the mission to be completed in a few seconds.

Steps to Reproduce
  1. Open Holosim and start the mission "Signals in the Void" in Chapter 2 (v1.2.9).
  2. Move your fleet to the MRZ star system required by the mission.
  3. Click the Scan button once and observe that the waiting time/progress timing is not clearly defined and the mission counter increments inconsistently.
  4. Spam-click the Scan button rapidly.
  5. Observe that the mission progress bar increases quickly, scans are counted, Food is not consumed, and the mission completes within seconds.
Expected Result

Scan should be rate-limited (or disabled) during its cooldown/timer, mission progress should only increment after a valid scan completes, and the appropriate Food cost should be consumed for each scan attempt/successful scan.
