Enemy ECO fleets from other sectors are shown while viewing a different sector

The UI displays enemy ECO fleets (attacking the player) from sectors other than the one currently being viewed. When the player has ECO enemies attacking in two different sectors, the interface shows enemy fleets from both sectors even if the player is only observing one sector.

1. Have enemy ECO fleets attacking you in Sector A and also in Sector B at the same time.
2. Open the map and switch to view only Sector A.
3. Observe the enemy fleet list/markers shown in the interface while still viewing Sector A.

Only enemy ECO fleets located in the currently observed sector should be displayed in the UI (list and/or map markers).
