Main menu character favorites limited to two; default female MUD character permanently occupies third slot

In the main menu, the character favorites system no longer allows three selectable favorites. Only two favorites can be selected/appear. A default/common female MUD character model is always shown and cannot be changed, effectively taking one slot permanently.

1. Launch the game using build cl160-latest-fullcook-20261015-r1 (LIVE and/or DEV as reported).
2. From the main menu, attempt to favorite/select three characters so that all three appear in the favorites display.
3. Observe the favorites display and the character models shown.

Players can favorite/select three characters, and the three selected favorites appear with the correct chosen character models (no unchangeable default placeholder occupying a slot).
